feel the existence of national boundaries on the internet. It means that the national borders practi-
cally disappeared on the world of internet, and therefore we can say that there exists neither Japanese
web site nor American BBS, but only “the mankind’s web site” exists.
We often hear Japanese net users saying “foreigners shouldn’t be allowed to access Japanese BBS!”
or “posts in non-Japanese language are to be banned.” Such racist ideas of Japanese users proves
that they adhere to the sense in the last century, when soldiers with rifles were scouting along the
boundary, and Japan is thirty years behind the west European countries, the highly advanced region,
where the national borders are disappearing not only on the virtual world but also on the real world.
